WIP: add Gitlab.com admin access to Stage 1 list of systems and tools

Merge request !628 (closed) to be deleted to correct formatting on page.

Working through onboarding tasks I have noticed there has been no mention of an AR for gitlab.com admin access despite being informed multiple times that it is required for L&R tickets. I suspect the L&R training is not normally done as the initial support engineer training so this access would have already been provided elsewhere. I have clumsily added this requirement to Stage 1 of this template as a first step, suspect it could also be a seperate section. Need & welcome input from wider team.
