When a new Support Engineer is added to GCP and PagerDuty, this is done from the Support Engineer Role Entitlements Access-Request. This MR updates the Support Engineer onboarding issue to reference this. Added info for the new Support Engineer on how to request access to GCP support project and Pager duty. Also added a reference to the Access-Request template for the manager when they go to create it for the new Support Engineer.
