Edit access review step for Knowledge Base module

Summary

The knowledge base module includes a step to Use the [Access Request form](https://gitlab.com/gitlab-com/team-member-epics/access-requests/-/issues/new?description_template=Individual_Bulk_Access_Request) to gain permission to create knowledge articles., however, Support Engineers may already have access and do not need to open a new access request.

This MR edits the step to check the access first and only create an access request if access is not sufficient.
