[GitLab Dedicated] ✨ Update emergency + architecture info

During gitlab-com/support/support-pairing#11672 @ahergenhan and I took a look at the GitLab Dedicated training module. This MR updates the module to make adjustments based on things that have changed in GitLab Dedicated. Specifically:

  • Add info about GitLab Dedicated CMOC
  • Refer to Switchboard instead of the old tenant models
