Add section for .com incidents

Why this MR?

A couple weeks ago I realized that we needed to trigger an incident, but didn't know how and struggled to find the documentation for doing so.

Although it adds a little bit more reading to the module, incidents play an important role in handling SaaS tickets, and a brief treatment of it in this module seems worthwhile. This addition helps new Support Engineers:

  1. Understand what an incident is
  2. Identify and handle tickets for known incidents
  3. Know how to declare an incident if necessary
