Split redundant on-call info to new module
This is a follow-up from onboarding feedback as described in support-team-meta#4700 (closed)
As there is a lot of repeated information in the CEOC and CMOC training, overlapping information has been split out into its own module. Completing this new module is a task in both the CEOC and CMOC training modules.
The Emergency booster should no longer be required and was also redundant, so deprecated.
