Create workflow for user block notices
We often get requests from the infra team (and sometimes others) to notify users that they've been blocked.
We should have a workflow for this and it would be helpful to have a ZD macro. Notes:
- when creating ZD ticket, make sure to use
GitLab.com
form - ensure Admin note is added to user (link to admin note workflow)
- admin note should link to an issue
- if no issue has been create, create one in dotcom-internal (or should it be dotcom-escalation?)
