Generate a report of Owner-role Personal Access Tokens with access to `tmobile`
In order to better understand their risk profile, ahead of tooling like gitlab-org/gitlab#17176 (closed) but for SaaS tenants, T-Mobile would like to understand how many PATs exist within accounts with the Owner role at any level of their namespace, what scopes are applied, and what expiry (if any) is attached?
Would it be possible to generate a report like this via rails console as a one-off, to provide a measurable starting point as they work to improve their security posture?
