Adding Secondary email address information for Customers in Support Portal.

We discussed this issue under https://gitlab.com/gitlab-com/support/support-ops/support-ops-project/-/issues/1162. The process to add secondary email address was not defined so it will help clarifying it for future requests. This specific change is to make our customers aware of what to do with secondary email addresses.
Note: I also noted some obsolete forms being part of the page so removed that information from portal.md
