docs: Add projects overview and Terraform configuration documentation for CI runners

This MR adds documentation for GitLab's CI runner infrastructure:

  • Adds a new projects overview section to the main CI runners README with a link to detailed project information
  • Creates a new runner-projects.md file documenting all GitLab runner projects, including core infrastructure, image management, grit ecosystem, and operations repositories
  • Adds to macOS runners documentation with Terraform configuration details for large (M2 Pro), medium (M1), and staging environments, including direct links to the config-mgmt repository
