feat(alert): enable the rails-queueing SLI for rails webservices
This enables the rails-queueing SLI for the Rails webservices with
an SLO of 99.5% each. None of these have paged the past 3 days when
the recording rules were merged in

SLO analysis dashboards in question:
This makes this the default for all services, but leaves it disabled
for the webservice in the GET-hybrid. We can change that, once we've
verified all dedicated tenants.
