Make satisfiedThreshold decimal for Istio, Ops and Vault

Following gitlab-com/gl-infra/k8s-workloads/gitlab-helmfiles!6700 (merged), Prometheus now apparently expects all thresholds for histogram buckets to be decimals. This MR fixes some that are not defined as decimals, causing some alerts to be fired: https://app.incident.io/gitlab/incidents/369
