fix: only run incident.io jobs on gitlab.com

This MR sets the incident.io jobs to run only on gitlab.com, which I think is what was intended (@ahanselka please confirm).

Asked by @rhenchen.gitlab on Slack:

I can see the sync-incident-io-service-catalog is running fine on gitlab.com but the secret doesn't exist for ops.
