fix: rename logging.json to hosted-runners-logging.json to avoid clash

Rename the logging.json dashboard filename to hosted-runners-logging.json

Why

logging.json is an autogenerated logging service & saturation dashboard. Having the same filename meant that we were missing the logging service dashboard.

Tested on Sandbox, both dashboards appear after this change:
