This MR adds a clarification in the Cloudflare access rights request runbook for the GitLab Dedicated SREs.
Why
One step in the runbook is redundant for GitLab Dedicated SREs since the access is already granted in their Role Base Entitlement template. See this evidence of the redundancy.
