Add cloud.gitlab.com rate limit alert
This adds a new alert, CloudflareCloudConnectorRateLimitEvents, which fires when Cloudflare observes WAF rate limit events over a period greater than 10 minutes. This could indicate that a customer has outgrown their rate limit bucket and needs to be granted higher rate limits.
Since this event could be noisy and deliver false positives in most cases, we are only routing this to Slack for now and will refine afterwards.
