Add Cloud Connector runbook
Adds a runbook for Cloud Connector. This runbook should focus on topics that narrowly apply to the configuration and operation of Cloud Connector components, not any features delivered through it i.e. upstream of either cloud.gitlab.com or gitlab-rails. The intended audience is groupcloud connector, groupai framework and SREs.
For Duo specific issue triage, I am adding a separate runbook here: !7792 (merged)
