feat: split Reference Architecture Workhorse SLI

This change extracts the new workhorse_sli SLI from the existing workhorse SLI in the reference architecture metrics-catalog.

Having Git traffic separated from Web traffic is a better natural fit. It also means (for example) that silences can target a specific type of traffic instead of all traffic.
