fix: Fix alert validation for analytics stack

These validations were missed until we merged !7605 (merged).

fix: run validate-alerts CI-job when script changes

This makes sure we run the validation when the script changes. While I was there, also added mimir-rules/ directory.

fix: remove reference to missing runbook
