feat: Add Apdex anomaly detection rules
This adds recording rules for creating Apdex anomaly alerts similar to the existing Ops anomaly alerts. I'll open a separate MR to add the Apdex anomaly alerts using these recording rules.
We're adding Apdex anomaly alerts as part of an effort to explore if anomaly alerts are a good indicator of deployment health.
