removes the thanos ruler snitch heartbeat
As pat of cleaning up the legacy alerting post migration to Mimir we need to disable the snitch heartbeats.
This disables the thanos specific heartbeat which is actually registering under "Thanos - Ops chef" in DMS the UI.
