Remove Individual SME names from Alert Playbooks
As pointed out in this thread: gitlab-com/gl-infra/production-engineering#25385 (comment 1936929172), linking to individuals (however we reference them) is going to be difficult to scale and to maintain accuracy over time. Since we already have a slack channel to find help which should theoretically contain the SME's that would be listed, that is probably sufficient. And it will still work if folks are asleep, on PTO, have changed teams, or are otherwise unavailable.
