feat: Moved and scoped kubernetes alerts.
This one is interesting. We had multiple non-paging alerts that went nowhere that I've removed and one alert that went to the delivery team that wasn't functional at all.

It doesn't work because that's not the image name URL any longer. Modifying it to remove the image name makes the alert work again.

@gitlab-org/delivery before I turn on an alert that notifies you, do you still want this alert? Is there additional scoping that we should do, or should I just remove it? I'm not sure how long it's been broken for.
