chore: Removed #alerts alerts that everyone is ignoring for mimir.

#alerts is a dumping ground for cause based alerts that no one appears to be looking at. This removes all the handcrafted alerts for mimir that go to #alerts. I will be following up with a similar MR for our current prometheus stack.
