feat: add gitaly rps thanos query

Add a query to get the amount of RPS from Gitaly. Allows to dump data in BigQuery/Snowflake for further reporting. Related to https://gitlab.com/gitlab-org/quality/engineering-analytics/finops/finops-analysis/-/issues/67
