gitaly: Add per-RPC current limit panel to Overview page
This MR adds a missing current per-RPC panel to Gitaly: Host Overview. The new panel would be a bit crowded, but that's not a big problem. In normal conditions, all nodes would have the same set of limits. When a node has an issue, the limit cutoff stands out in the crowd.
