Remove outdated Duo Chat dashboard panels

These were added on !6105 (merged) but then later the source metrics were renamed on gitlab-org/gitlab!129367 (merged). However, the new metrics were added as an SLI of the Sidekiq service on !6292 (merged), so we're already covered.
