Record transactional rates for even more limited services.

This has been rolled out and rolled back a dozen times now. This is another attempt with an even more limited number of services after the last MR was rolled back.

In the meantime, @nduff has been working on turning on remote write for staging which should also allow us to do more. I'm going to get this foundational MR merged and working and then we can add on other services as we need to test out remote write in staging.
