Draft: gitaly server healthcheck gameday

Maina Ng'ang'a requested to merge gitaly-server-healthcheck into master

We need to come up with a plan for the very first gameday FY24Q3. The gamedays will be used to run disaster recovery scenarios and validate the multi-project Gitaly restore.
