Add documentation on how to add and configure new runner shards for linux runners
As we add the XL and 2XL shards, it would be beneficial to have a document for the full start-to-finish process of adding a new runner shard.
Pain points to consider: tacit knowledge and user permissions / accounts. Even small things can be blocking.
