Update Istio CP Dashboard

Updating Istio Control Plane Dashboard from modifications made directly in Grafana. Current dashboard is not showing any data, however the one we created on the Playground folder shows the data without any problems. We are replacing the Istio CP Dashboard with a Json export from the Playground dashboard.
