Fixed command to rebuild cluster from snapshot

I rebuilt the patroni standby cluster earlier and found a couple of missing commands in the runbook.

With this MR I've fixed the command to rebuild the cluster from snapshot - Reference - gitlab-com/gl-infra/production#15764 (comment 1431327051)
