Increase forecast horizon for select points

This increases the forecast horizon for pg_int4_id and pg_primary_cpu. While we're at it, move strategy and those new parameters into their own structure.

❗ Downstream support for this in Tamland is in https://gitlab.com/gitlab-com/gl-infra/tamland/-/merge_requests/417. This needs to get merged right after the MR at hand (it's otherwise a breaking change).
