feat: add Triton dashboard

This adds the Triton server stock dashboard to Grafana.

Triton is a component of the Code Suggestions feature.

The stock dashboard can be obtained from https://grafana.com/grafana/dashboards/12832-triton-inference-server/.

We then do some transforms in Jsonnet to make it work with our Grafana.

If the dashboard is updated, just override the triton_server.json file with a newer copy.
