Customize weight on the occurence SLA dashboard
This adds templates (dropdowns) to the occurence SLA dashboard for each service in the SLA calculation. The templates are prefilled with the values stored in the service catalog but can be adjusted to anything we want.
All service recordings need to be present for this dashboard to be able to render values

Missing recordings are incoming in !5802 (merged), this means that for the 0-weighted services, we only have a few days worth of data for now.

This snapshot adds ci_runners with a weight of 1, because the templates are not active for whatever reason on snapshots, you need to add them to the querystring manually. When the dashboard is deployed, the templates will be editable.
