Add .dashboard rules to deploy_dashboards job

Add .dashboards rules to deploy_dashboards. Some scheduled pipelines are failing on deploy_dashboard. See https://gitlab.com/gitlab-com/runbooks/-/pipelines/825851057

I think 96adfd9c might have missed out this in deploy_dashboard``. Both test_dashboardsanddeploy_dashboardsextends.dashboardsbut onlytest_dashboardscontains!reference [".dashboards", rules]`.
