Remove metrics/alerts/etc for imports shard

This MR removes the configuration related to the imports shard. The workers that were previously going to the imports shard have been re-routed to the memory-bound shard. See https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/17120 for more info.
