removes warning about internal endpoint and ops

I came to this section looking to connect a dev.gitlab.org runner to vault for secrets, is this possible? It looks like the associated issue is closed, so I don't think this warning is valid but looking at the associated MRs on the issue https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/16235 I'm not completely sure if all runners are able to access it.

I believe dev uses runners in the gitlab-ci-private-* projects.
