Lowered saturation point for redis primary cpu to 80%.

gitlab-com/gl-infra/scalability#1988 (closed) has the discussion around lowering the saturation point for redis CPU. Because we presently do not have a horizontally scalable solution (though we're working on it!), this will give us a little more warning before we run out of CPU and allow us to prioritize accordingly.
