refactor: gitaly host detail collapse by default

Change all rows to collapse by default for the Gitaly host detail apart from SLI information.

Why
Having all panels expand is overwhelming and doesn't provide much focus on the person viewing the dashboard.
An extra benefit is that grafana will not send requests to Prometheus if it's collapsed.
