fix: exclude 'no tag found' from gitaly error rate
Between 0715-0730 our alerts went off when one user was looking for tags that didn't exist (re-looking at the RefService source code, I think they were sending a request that didn't include a tag?), we should exclude this code from our error rate as it's not actionable.
