Downgrade Sentry SLO service alerts to not page

Originating Issue: https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/15643

This downgrades the two Sentry services to s3 and removed the pagerduty labels. This should allow notifications to be fired and make their way to non-pagerduty outlets.
