Remove the public dashboards from the runbooks and fix the links still pointing to it.

  • Remove mentions of the decommissioned service
  • Fix links from dashboards.gitlab.com to dashboards.gitlab.net
  • Update the public splashscreen dashboard to inform that it's not public anymore

The metrics have already been removed in !4344 (merged)
