Skip kube node pool metrics for services without a dedicated node pool

This change prevents node-pool dashboards from being generated for services without their own dedicated node pool.
Additionally it breaks the direct coupling between the services we have on gitlab.com and some saturation points, allowing us to re-use these saturation points for other instances, such as GET.
