Revert "Merge branch 'pguinoiseau/thanos-rules-staging-ref' into 'master'"

We've been seeing staging-ref referenced in an error related to a current incident gitlab-com/gl-infra/production#6242 (closed). We're not entirely sure this is the root cause, but let's rollback to eliminate that variable.
