Draft: Allow upscaling aggregation set

With this, aggregation sets can upscale longer burn rates sourcing themselves using their own 1h recording. This allows us to generate the 3d & 6h rules in Prometheus, and reuse them in Thanos.

Hopefully speeding up the recording in Thanos.
