Increase interval for high latency rule groups

These recording rules aggregate recordings from Prometheus into Thanos.

Some of these rules do have high cardinality and a lot of data.

In case of the feature category metrics, we're including all components used in our metics catalog.

The application SLI metrics include all of our endpoints, causing high cardinality.

The reason I bring this up is because I noticed these rules have consistently high latency: thanos
