Remove unneeded runner alerts

As part of https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/13886 we need to cleanup our custom alerting rules and prepare them to for silencing when we will connect the new ci-runners Prometheus servers with Thanos.
