feat(metrics): label ingress with standard GitLab label taxonomy

Adds stage, shard, type and tier labels for ingress metrics.

Note that the stage and shard labels will not appear until the labels are added to the ingresses as part of gitlab-com/gl-infra/delivery#1727 (closed)
