Work around az bug where it produces single quoted json

Gregory Stark requested to merge az-drainbamage-workaround into master

Also automatically default to a better resource group name -- feel free to set your own manually still but the default should be good enough for government work.

Also add some debugging flags, just uncomment the AZDEBUG=... line and enjoy the ton of useless junk it spews. Have fun.
